How Can Neckline Spots With Redness And Minor Irritation Be Treated?

I have small red spots just below the neck line and very top front of shoulders. only one or two are slightly raised and these have a minor irritation when touched. for the most part, not raised, not itchy, not irritating. they came about after being in the hospital for liver cihrrosis.
