How Can Pearly Papules On The Elbows, Ankles And Feet Be Treated?

Hi I am 21 years old male and I went to the health clinic to get tested the doctor told me that the white bumps are pearly papulus I think that's how it's spelled but I been having problem such as when I masturbate or urinate I sometime see such thing as semen and I think I'm getting these real irritating lesion or ulcers I believe on my elbows and ankle and now on my feet and I think face I wondering do I have a tyPe of dermatitis or what I'm so confused and scared doctor
