How Can Penis Glans Rash With Lip Fordyce Nevi Be Treated?

I have small rash almost invisible on penis head with zero symptoms. I went to the dr he thoughtit was something brought on by pre diebetes. but after blood and urine test said everything ok. He prescribed steroidle cream and still no results. I also developed what after all me research apears to be fordyce spots on upper lip. no symptoms itching smell or anything only visual. What should I do I think its mental now?
