How Can Penis Pain, Rashes, And Skin Hardening After Swimming Be Treated?

Sir, I am getting pain on front skin part of penis after swimming, due to wet or chlorine it is getting rashes after that the skin getting hard, unable to open in penis from the front skin. when it get dried its getting cracks if I open hardly. I m applying coconut oil but if I stop swimming only it is getting normal. can you suggest me any solution for the above problem.
