How Can Rashes In A Child Be Treated?

My 5 month old grandson has a rash all over his body. It looks like raised welts. Looks kind of like white circles with red edges on most of them. His pediatrician said it was a viral infection. He has had it for a month now and has been to the doctor every week. Nothing has helped it. What could it be and what will help it?
