How Does One Get Rid Of 'water?' Behind The Eardrum?

How does one get rid of 'water?' behind the eardrum? The symptoms are the same as if one was changing altitudes, such as in flying at higher altitudes & descending faster than normal. I have tried holding my nostrils and mouth closed & blowing with some exertion, mostly to no answer to the question.
