How Long Does It Take Skin To Recover From Topical

How long does it take skin to recover from topical steroid withdrawal? I used the lowest does (hydrocortisone) for about a year. My dermatologist told me 4-6 weeks. However, I am almost six weeks in and still have the rash. Should I be washing it and moisturizing it? Is there any way to speed up the process?
