How Long Will It Take To Cure Eczema In A Toddler While On Hydroxyzine?

Hello, my son has severe eczema and was on hydrocortisone 2.5% for 27 months from when he is 2 months old till he was 30 month old. We stopped apply steroids and now his skin is red flaky and very itchy. We are giving hydroxyzine everyday to control his itch. The old skin is flaking off the entire body and new skin is coming in several cycles. I am wondering how many cycles his skin has to go before his condition becomes stable without itching
