How Should A Groin Area Rash With Tenderness Be Treated?

For the past 3 days I have noticed a red rash between my legs and my penis tender. I have no problems urinating but the fold is very tender to touch. I have used powder , cocoa butter and different colognes in the past with anegative results. I am hoping its not genitle herpes but am not sure.
