How Should A Penis Glans Bubble Causing Paraphimosis Be Treated?

hi i just went to the doctor and they said that i had probably had paraphimosis but at the end they torld that it wasn't that can you please help me. i have kind of like a bubble below the head of my penis and i can't pull back the skin to my head again because that bubble won't let me (not circumcised)
