How Should Leg Spots Be Treated?

hi my daughter is getting spots on both lower legs . lasting for weeks doctor put her on steriods. got her in to see specolist antibiotix. she
darenot shave her legs. they nearly went now one has come back. please help it is affecting her health she dosnt stop looking at them shes 28
