How To Correct Hidden Penis Inside The Skin?

What should my 9 year old childs penis look like? I saw him getting out of the shower, and it looked non-existent. It was hidden, but if you pull the skin back you are able to see it. He has gained some weight recently which I'm assuming comes with pre-puberty? He used to be a slim in pants, but now has a belly, etc.
