How To Cure A Discolored Patch On Elbow After A Cortisone Injection?

Hi Doc, I had a cortisone injection about a month ago into my elbow. Now I have a patch of discolored skin about the size of a silver dollar. Is this pigment change permanent? Would Protopic/tacrolimus ointment (given to a family member for vitiligo) help restore the pigment to the area?
