How To Cure Dry Skin On The Penis?

I seem to have very dry penis skin. I am circumsized and the skin under where the foreskin would be seems to be dry especially after showering. I put vitamin E ointment on it a few times a day but it only helps so much I don't know what to make of this. The skin has an almost rough appearance to it.
