How To Cure Foreskin Cracks?

Why my prepuse foreskin cracks on and off for past 4 months.I am 54 years,diabetic on Glycomet SR 500mg daily.blood sugar under control.smokes around 12 cigars per day.Take liquor once a week.This started while painting the house.Painting was done by paid laboures and I supervised them and this painting went for 2 weeks.I am applying 1% hydrocotisone and while applying it is settling and when I discontinue applying it restart.Why is this.Is there a special treatment for this
