How To Cure Itchy Scalp?

my hair follicles seem to be irritated. Scratching my scalp does not cure my itch, but pulling out my hair does. Then the spot that was just plucked gets red and puffy. This happens mostly on my scalp, eyebrows and eyelashes. 20 year old female. What's wrong with my skin?
