How To Cure Raised Bumps On Right Big Toe Which Is Extremely Itchy?

I'm a 29 year old female in Ohio. In February, I noticed 3 small raised bumps on my right big toe that were extremely itchy. The bumps went away after a week or so, but the itchiness continued. It has subdued quite a bit, but now my toe is very scaley (skin comes off in large sections), is very sensitive to the touch, and my nail bed appears damaged. Skin color is normal. It is only on my big toe (about from the knuckle to the tip). I've been putting off going to the doctor, partly because I'm not sure what kind of doctor to see. Any guesses? Thanks!
