How To Cure Rashes Which Look Dry On Legs?

hi,my aunt has developed a rash which is black dry hard thick and crusty on her legs and there is no elasticity in her skin. She has a small amount on her neck but not as bad as her legs which are itchy as well...what could this be as her Dr is unsure?
