How To Cure Red Round Blotch On Forehead ?

I have a red round blotch on my forehead, above my eyebrow...two derms have said it must be from blood vessels and there is nothing I can do about it. It looks like ringworm, but it is not. I hate it. I try and cover it up and it get scaley. There has to be a way to fix it. I had it frozen twice.
