How To Cure Red Spots On Frenulum Causing Difficulty To Retract The Foreskin?

Hi I am worried about my penis I have these two red spots/patches attached to my frenulum and I am worried because it looks weird does not hurt but doesn't allow me to retract my foreskin and it looks like my frenulum is attached too high please help I'm 13 btw
