How To Cure Tightness Around The Foreskin Of The Penis?

My husband and I are concerned about his penis having a tightness of the foreskin. I looked up online about it and it looks like he has Phimosis. I am concerned about it and want to know how I can get him to get it treated. Would he need circumsicion, he is 26 and any help u can give I would appreciate it. Please let me know how much it would cost for him. I understand insurance won't cover it? Even if it is a medical need, and not cosmetic? Thanks
