How To Cure Tiny White Bumps Like Spots On Chin And Above Lips?

I am a female 42 years old and never had pimples or skin problems. In the last year I am getting 3 or 4 spots on chin and above lips. It does not look like milia white bumps. The areas will not heel. Makeup hardly covers it. Little white seeds so tiny that tweezers will not work to pull them out. You have to use a needle and than the edge of clippers to get them out. Blood flow in extreme to these sights and hard to see the little white things. As soon as I think I have got them out it seems the area develops more white tiny balls. I have gotten some out and then the area heels. A new area on my face starts in a different spot and same process all over again. I am really sick about this. I went to doctor. I asked for mupirocin and of course it does not take the white things out. I tried proactive(no results) b/c someone said maybe I was getting acne....but this is not white heads or black heads. What is this?
