How To Direct Elderly Person Post Brain Surgery?

I have been caring for my mother (58) for the last 6 months after her brain surgery and radiation treatments. She is capable of functioning independently, however she does not choose to. She does play on her cellphone all day. She is med compliant. I work a full-time job, so I am away from home 5-6 days a week for 10-12 hours. I am considering transitioning her back to her own home so that she can regain some independence and motivation. Is it too early to try the transition to her living alone?
