How To Encourage A Person For Drug Rehabilitation?

Hi I am curious to know how I can involuntarily commit my mother into a drug rehab. She has been abusing prescription meds for years now and she denies it. The EMS was recently called to her home but she refused to be taken to the hospital and the EMS said she believed my mom was on Heroin. What can I do?
