How To Get A Glowing Skin?

i want to make glowing my face skin.. suddenly my face and neck skin become dark n pigmentation is also there on my side chicks and laugh line skin is also dark.. please suggest me some tips and cream for my face cream.. n my skin is somewhat delicate.. i have wheatish skin and after going out due to dust and rays i find my skin rough and dark.my skin is oily also... please help me out.. i want fair and clean skin.. and my hair is also become dull n rough so any good shampoo for my hair .
