How To Get Rid Of Black Dots On My Neck?

So i have a 2 lil black dots that are on my neck and their like sticking out but just little dots.. i dont know what it is called. My dad has alot of these on his neck. He says its cholesterol. I searched the net and found nothing on it or that name of it. So can you tell me whats the name, whats causes it, how to prevent it, and most importantly how to get rid of it?
