How To Get Rid Of Blisters On The Penile Head?

My husband has several tiny blisters filled with clear fluid on the head of his penis right before they appeared it was really red abd irritated, this has happened before but we do not know the cause or the remedy we have both been STD tested and everything came out negative...please help
