How To Get Rid Of Brown Blotches On Legs?

I have brown blotches on my legs. It does not hurt. I read where I may have leaky vericos veins. Is that true? The skin seems to be thinning. It is just a little unsightly. What should I do to get rid of the blotches?

I am 60, 5ft 10in, a little over weight by about 50 lbs.and on my feet all day long.
