How To Get Rid Of Chapped And Black Lips?

Hi my top lip is chap and has turnt black like it has been burnt I have tried putting Vaseline on them and it really not working. Can you please tell me what to do. Thank you. I thought this was free it says that this is free to ask a doctor but you are charging.
