How To Get Rid Of Constant Phlegm In Throat?

for the last 10 years of so I have constantly have a small amount of phlegm in my throat. this causes difficulty to speak at times. Since early childhood i have had a scar on my throat just above my laryx. I have not found out exactly what caused it but when i was about 4 it emitted some puss and then healed up.
