How To Get Rid Of Dark Spots On Forehead?

my dark spots on my forehead appeared the moment after giving birth 12 years ago. i was told they would diminish within 6 months time/ completely gone w/i 1 - 2 years but they ve only gotten worse.... why is that??? i am light-skinned, it just doesn t seem to me to be fair... please help... thx.
