How To Get Rid Of Dry Flaky Patches Near The Toes?

my husband has dry flakey patches that have at times turned into sores where his toes meet the top of his foot. What could this be? One in particular has taken a long time to heal, it gets better then gets worse again... Could this possibly be staph ? Thanks for your help !
