How To Get Rid Of Dry Skin Problem?

Hi, I've got a dry skin problem, not just any dry skin problem, because everytime I wash my hands, or shower, my face, hands, and feet feel REALLY dry, and I have to put a cream on it, that sticks ON the skin, and doesn't go IN the skin because then it doesn't help.. please help, I've had this problem for as long as I can remember, I hate washing my hands because of this, and taking showers, and I hate touching rough objects like books made out of rough paper.
