How To Get Rid Of Flaky Skin Rash Around The Mouth?

Hi my husband has a flaky skin rash around his mouth and he does get pimples with this. He has had it for a while now and it is only getting worse. He will get this with shaving and without shaving. He has used facial products and nothing seems to work. We have no idea what this could be or what to do???
