How To Get Rid Of Pubic Hair Without Skin Darkening?

hi, im 21 years of age and i can never wear a bikini as im to scared. I have been shaving my pubes for about 3 years now and im very dark hair but i realise that i have now getting pubes growing across my leg and i cant wear bikini bottoms because when i shave them off i get spots and black stubbles .. what should i do?
