How To Get Rid Of Rash At The Base Of Penis?

Hi there I have a small rash at the base of my penis and have been using vaseline to see if it would go away it kinda does but after intercourse I see it - I am not circumcised but here and there just below the tip of my penis foreskin it gets dry any solutions and quick tips to resolve this?
