How To Get Rid Of Rashes On Both The Wrists?

Hi I have this rash on both my wrist. I went to the doctor about 2 months ago and they said it was a bacteria infection and gave me prednisone which cleared it up. Now the rash is back but little bumps with clear liquid that itches like crazy. My right wrist is swollen. It happens when I where a watch or braclet. I stopped wearing them but nothing (creams) don't work. What is wrong?
