How To Get Rid Of Skin Irritation?

My arms developed a skin irritation. They would become hot and begin to itch which led to inflammation from scratching. They are always dry and the affected area on my arm is now lighter than the rest.of my arm. I believe my sebaceous glands have stopped working since I've noticed that that certain part of my arm doesn't sweat. How do I fix this?
