How To Get Rid Of Small Rashes On Elbow?

My son is 8 yrs old, he gets this small rashes on his elbow all the time, now its spreading - we have tried all treatment but the doctors keep saying it will go when he gets older .. can someone guide me as to what is the actual problem. i do not want his whole arm to be with this..
