How To Get Rid Of Stretch Marks?

My 12 year old daughter has just developed an area on her back that I believeis stretch marks. its not the typical red lines, but looks like broken blood vessels. Is there anything to prevent it from being permanent? My son got it at 12 and at 15 its still there
