How To Heal Sensation Of Pigmented Skin After Applying Ointment?

Dear Doc, my age now is 33yrs old and i'm having pigmentation problem on my face for 19years already, i went for laser 2 years ago but it only last for few months the dark spot come back again. and my face become sensitive after applying the doctor's cream. i could not under the sun at all my face will turn red and the pigment will growth even more. i afraid it will become worse believe that my face are not afford to do another laser anymore. am staying in malaysia, what should i do? please help me to get rid of this problem.
