How To Reduce Scratchy Feeling In Throat While On Medication For Pneumonia?

I have finished my second round of antibiotics for pneumonia about two weeks ago, I was advised to keep taking something to break up the phlem. However I have this scratchy feeling in my throt that causes a hacking uncontrolable cough. The inhaler does not help with the cough. Sometimes the coough produces phlem and sometimes it is dry. What can I do?
