How To Reduce Swelling Of An Elbow?

My daughter just called me (she lives in NYC) I live in Mn. she said she fell on the dance floor of the wedding she was attending last night. (she was walking and there was water on the floor) Her elbow is swollen and it hurts to move it. I told her to ice it & elevate it and to take ibuprofen --she thinks she should go to the ER,
She is 26 yrs old, weights 107--she is in good health. I don't think it's excruciating pain but, it hurts and she said she can't bend it.
