How To Reduce Swollen And Burning Eyes?

My husband had a bug of some sort hit him in the eye while driving. It caused his eye to swell. He put allergy eye drops in both eyes. Now he cannot open either eye and they are burning and have pressure behind them. His pupils are dilated. He does not want to go to the ER at this time of morning (12:44 am). He did take an Allegra. Should I insist that he go on to the ER?
