How To Remove Keloid Scar In The Chest?

I have a keloid scar about the half the size of penny right in the middle of my chest. I have tried having it shaved off but it just came back. I am looking into getting if removed using a laser. I went to one plastic surgeon who informed me that it wouldn't work, but I have been doing some research online and have found otherwise. what should i do???
