How To Treat Blood Clots In Lungs And Leg Despite Having High BP?

When seeing my sister at the hospital yesterday and the nurse took her blood pressure, the reading was 115/47. This sounds too low for me. She is having blood clots in her lungs and one on her leg. I got really worried as she always had high blood pressure.
