How To Treat Brown Spot On Arm?

I have one itchy brown spot on my arm. It comes and goes and has been there for at least 10 years, also on top of my foot, just one spot. It raises when I scratch it, it may itch for two days and stop for several months. the spot never goes away but it doesn't always itch.
