How To Treat Cuts On Foreskin?

i have some cuts on mypenis (forskin) that gives discomfort, sometimes i can not retract my skin due to tightness, I am diabetic. a doctor did give me a cream that starts with a k (kitozone (sp)). How can I treat this or is it best to get circumsize to avoid cuts and tightness?
