How To Treat Dark Circles Under Eyes And On Eyelids?

I have really bad dark circles not just under my eyes but on the eyelids as well I have bought nur 76 highlighting cream and have been using it for just over a week , I haven t noticed any change as yet am I wasting my money on these expensive creams?
