How To Treat Dark Discolouration Of Skin In Neck?

Hi.. I have a problem.. Normally my skin is brown, but my neck and the skin between my shoulders are black? What can I do to get it same color as the rest of my skin? I have tried to scrub it off, but it simply won't get off.. I need advice!
